MSHA Authorized Training
MSHA Surface Mining Training
MSHA Part 46 authorized training for surface mine workers in Pennsylvania, West Virginia, Ohio, and nationwide. 24-Hour New Hire and 8-Hour Annual Refresher courses — on-site group training available.
What Is MSHA Part 46 Training?
The Mine Safety and Health Administration (MSHA) requires all workers at surface mining operations — including sand and gravel, stone quarries, and surface coal mines — to complete mandatory safety training under 30 CFR Part 46. This regulation covers surface mines and surface areas of underground mines.
Part 46 training is not optional. Failure to comply can result in federal citations, fines, and work stoppages. Anthony's Training Center is an MSHA-authorized training provider with hands-on experience in the mining industry — we deliver training that meets federal requirements and actually prepares your workers for real hazards on the job.
We serve mining operations throughout Pennsylvania, West Virginia, Ohio, and all 50 states. On-site group training is available — we come to your mine site so your crew doesn't lose a full day of production.
MSHA Part 46 Courses
Two federally required courses — both taught by an MSHA-authorized instructor with real surface mining experience.
24-Hour New Miner Training
Required before starting work at a surface mine
Mandatory for any miner who has not previously completed MSHA Part 46 training or has not worked at a surface mine within the past 12 months. Covers all federally required topics under 30 CFR Part 46.
Topics Covered
- Introduction to MSHA and miner rights
- Site-specific hazard recognition and control
- Emergency evacuation and escape procedures
- Electrical hazards and lockout/tagout
- Struck-by and caught-in hazards
- Explosives handling and blasting safety
- Dust, noise, and respiratory hazard controls
- First aid and emergency response basics
8-Hour Annual Refresher Training
Required every 12 months for all surface mine workers
All surface mine workers must complete 8 hours of refresher training every 12 months under federal law. Keep your team compliant and your operation running without costly MSHA citations.

- Review of Part 46 regulatory requirements
- Updates to MSHA standards and citations
- Incident investigation and root cause analysis
- Refresher on site-specific hazards
- Equipment inspection and pre-shift checks

Who Needs MSHA Part 46 Training?
Federal law applies to all workers at surface mining operations — not just miners on the active face.
New Surface Mine Workers
Any miner who has not completed MSHA Part 46 training or has not worked at a surface mine within the past 12 months.
Annual Refresher Required
All surface mine workers must complete 8 hours of refresher training every 12 months — no exceptions under federal law.
Contractors & Vendors
Contractors, vendors, and visitors who work at or regularly access surface mine sites must meet MSHA training requirements.
Supervisors & Foremen
Site supervisors and foremen benefit from deeper coverage of Part 46 compliance obligations and documentation requirements.
Non-Compliance Is Costly
MSHA inspectors can issue citations and fines for untrained workers — and in serious cases, order a work stoppage until training is completed. The cost of a citation far exceeds the cost of proper training. Don't wait for an inspection to find out your team isn't compliant.
On-Site Training Across Pennsylvania, WV, Ohio & Nationwide
We travel to your mine site so your crew stays productive. Group on-site training is available for operations of any size throughout the tri-state area and all 50 states.
